1. Complete the Course: Attend and participate in all 35 hours of training.
2. Pass the Exam: Administered online by the California Department of Social  Services. The exam includes 75 multiple-choice questions, is open book, must be completed in 90 minutes, and has an exam fee of $100 (covers three attempts to pass).
3. Submit  Application: Apply to the Department of Social Services using Form LIC 9214 along with a payment of $140 for certification processing.    

Who Needs the ARF Certification?
This certification is required for individuals managing or operating:

• Adult Residential Facilities (ARF): For clients aged 18-59, including developmentally disabled adults, veterans, and individuals with mental illness.
• Adult Day Programs: For clients aged 18-100 with developmental disabilities.
• Social Rehabilitation Facilities (SRF): Serving mentally ill individuals.   

• Age Requirement: Participants must be 21 or older by the first day of the      course.
• Educational & Work Requirements: Vary based on facility size. A High School Diploma or GED is required for all facility sizes, with additional work experience or education necessary for larger facilities.   

• Administered online by the California Department of Social Services.
• Includes  75 multiple-choice questions.
• Open book and must be completed in 90 minutes.
• Exam fee is $100, covering up to three attempts to pass.    

Attendance is mandatory. If you miss a session, you will need to reschedule and retake the entire course at a later date.

All administrators must obtain a criminal record clearance or an exemption through the Department of Social Services. The process includes:

1. Live Scan Fingerprinting: Submit fingerprints using an approved Live Scan  form (LIC 9163) at a certified location.
2. Clearance Verification: The Department will verify your background through a criminal records check.
3. Exemption Requests: If disqualifying convictions appear, you may request an exemption. To do so, submit:
   • A  completed exemption request form.
   • Supporting documentation, such as rehabilitation letters, employment records, or proof of completed probation/parole.

Convictions that are non-exemptible include severe offenses such as murder, sexual abuse, or kidnapping. Exemptions are evaluated on a case-by-case basis and approval is not guaranteed.
